I used to work for Mencap from 2007 to 2011. We used to have Learning Disability week every June, one project in 2009 was Changing Place Toilets. Where I live in the West Midlands at that point we found there was only 1 Changing Places Toilets and as far as I am aware not a lot has changed since then.
